What you need to do to narrow it down is very simple. Give a good spray of starting fluid in the throttle body. If everything with the engine mechanically is right, and if the ignition is operating as it should, you will get a momentary fire. If you get nothing, look elsewhere, it wouldn't be a fuel issue.

UPDATE, THE BEAST LIVES!!!!! after fooling around with it for most of the day, spraying gas in the tb and everything else i got pissed and started to tear it all the way back down and redo everything, i got to the point of removing.
to optispark and just happened to look at it and there were swirl marks inside of the petal looking design beside the timing slot, apparently when i put the opti in it spun a little and i missed the alignment slot, anyway, put it back in and she fired as soon as i turned the key. thanks to everyone with their help, and i know, it was a noob mistake, but one that diffently taught me a lesson

Glad you got it. As was mentioned before, the opti only goes on one way. When you slide it on, gotta be easy about it, and when the tab lines up right, it will slide all the way against the timing cover without force. Yeah, it's a weird beast.

i took it around the block just to check things out, it runs good but doesnt seem to have the power it should and when you come to a stop it dies, which is where the tune comes in im sure, but it appears to be a successful mission, thanks for all the help, i absolutely love the sound this beast makes, just to recap, the block is bored .030 over, has all forged internals, and now a lt4 hot cam, 1.6 roller rockers, lt4 timing set so once i get it tuned it should be alot of fun, thanks again for the help

reset the lifters with motor running. can make a big difference.
