what would be the best headers to go with on my 96 z28. does have to pass emissions. also is the o2 simulator worth putting on to bypass cats. also thinking about slp loudmouth turned out the side. what do yall think?

The V8 cars that are OBDII have 2 aft-cat O2 sensors. You can either get the O2 sims or you can do the resistor mod if you know what you're doing.
As far as the headers go I will always first recommend Kooks, they're probably about the best header you can get for a 4th gen. Dynatech makes a header that comes in for second place in my book. After that I would say you have your big name brand, Hooker. Since you have an LT1 I woudln't even think about messing with Pacesetter headers, I've heard way too many horror stories of LT1 guys needing to dent their brand new headers to get them to clear the firewall. Both Kooks and Dynatech offer complete emissions compatible headers. It all matters on how much you're willing to spend and how nice of a header you want.
