For starters, your seal is shot, so take that off first to make looking at things easier. Then I'd unbolt and remove the pulley from the hub so you can slip the hub onto the crank all the way to see if it still fits snug. The pulley isn't a press fit onto the hub, but rust and crud over the years is going to make it seem that way. Once those two mating surfaces are cleaned up, the pulley will slide right back onto the hub with ease. There is also a line on the hub and an arrow on the pulley (or is it the other way around) for lining the two back up. I have a feeling though that the hub got reamed out and is still going to be a bit sloppy on the crank. Hard to tell from the angle, did the crank threads get ruined? Also look at the end of the crank if you can see or feel a dropped ridge where the hub may have damaged it.

well the crank measured about 1 3/16 ( might be more, couldnt get my head up high enough to look) and the inside of the hub was about 1 11/32. i ran the bolt back into the crank and it seems fine, only got 1 small splinter when it came out. and is there an easy way to get that seal out? dosnt seem like it wants to.

Stick a flat-blade screwdriver in there and catch the lip of the seal and just pry it out. You don't care if it comes out in pieces, just that it all comes out.
Be careful not to gouge the front cover though as it is just aluminum.

If you can't catch it by the lip, hammer the tip of the screwdriver through the metal part of the seal, and pry back.
Mangle it if you have to, just don't gouge the cover where the seal presses into as G'paswagon warned.

measured the inside of a hub i have here and came up with 1.234, this hub had to be heated to get it to go on the shaft
