Default Emissions Testing

I have a 94 camaro, V6, manual. I am having a hard time getting her to pass emissions. I already had them replace the caddy. That braughtall the numbers down considerably. However the camaro was still failing the second test of NOx. So they changed the caddy again, still no better results. Then they cleaned out the EGR valve and still nothing. So finally I changed the spark plugs, wires, and air filter. Then I drove the camaro about 250 miles to push any build up that may have been in the caddy. Then I took it back. They tested it again and still fails on the NOx. So they said the EGR valve was failing intermittenly. Meaing every once in awhile the ports on the EGR would stick open and cause the car to fail emissons. So then they put a new one on. IT STILL FAILED THE NOx! What can I do? I am almost out of options. I have already stuck about $1600 and would love to keep my investment. Can anyone think of anything that may be casuing the NOx to fail?

What the hell is the caddy.
NOx emission is usually due to a bad EGR, bad cat, or sometimes a lean fuel mixture. Try some injector cleaner & retest while using premium fuel. If still bad, change the cat. After 13 years it is probably dead.

I could be wrong, but I think he means he has changed the catalytic converter(caddy)twice...
