I don't believe that adjusting your fuel pressure will have any affect on your running rich. It is probably a faulty O2 sensor or MAP/MAF sensor. Is your SES light on? Try taking it to Kragen or Pep Boys and seeing if they will scan for codes (lots of auto part stores will).

HC (ppm) : standard 108 current reading 2846 fail
CO (&) : standard 0.60 current reading 1.28 fail
Nox (ppm) : standard 6.0 current reading 951 fail
These are the three things he high lighted when father in law took to get inspected. I just wrote down the high speed emission results at (25mph). Any ideas?

A faulty O2 sensor will not always flag a code but its a good idea to check anyways. I would suggest replacing the O2 sensors anyways as it will better your fuel economy. You may also have to replace the cat which will likely be costly on your Z28. Last thing, before you take it in to have it re checked change the oil and put half a liter of methyl Hydrate in the tank this will give it a much more complete combustion, not a good practice on a regular basis however.
