Default 95 camaro emissions fail

i have a 95 v6 3.4 and it keeps failing due to emissions, high hc ppm's and co levels, it also fails for high and low idle.

i have done: cat,egr valve,o2 sensor, cleaned the throttle body, throttle sensor, tune up.

is there anything else i should know or do?

Up until a couple of years ago, IL was 1968 and newer had to get tested. 96 and newer was plug and play, 95 and older got the dyno/sniffer test. For some reason, my 69 wouldn't pass.
Some states still require older cars to get tested.
