windshield wipers

my windshield wipers work real slow on low and even slower on hi.is it the wiper motor or the wiper switch.i took the switch apart and cleaned all the contacts,still no improvement.the motor pulls about 10volts on low and about 4volts on high

Your wiper motor may be a little sick, or the linkage binding. Try putting straight 12v from the battery & see if it does any better. If it does, you may have some high restance in the wiring to the wiper motor.
