94 Camaro Z28 ABS INOP LIGHT wont turn off!!

ok i have a 94 camaro z28 with new rotors new brake pads when i baught the car it already had the ABS light inop on (of course on the dash its lit) well can someone explaint to me what are the main triggers that make that little annoying light come on? i know there are 2 sensors on the front and one sensor in the back for the abs sensors those go bad but ive also heard that if the rear brake light is inop that the abs inop light will turn on also.. i have installed a new SS spoiler on my camaro with a functional 3rd brake light but i just found this wiring diagram for it.. http://shbox.com/1/relay_for_ss_spoiler.jpg does this mean i have to put a relay in order for my SS spoiler to function right might this be triggering my ABS light even tho my ABS light was on prior to the SS Spoiler ever being installed... for anyone who needs a ABS wiring diagram here it is:

http://shbox.com/1/ABS_schematic.jpg another issue is my inspection im located in NC and well i need to get my camaro inspected before i can get my plates !! well i dont have a Catalyc converter installed i have headers off road y pipe and flowmasters in the rear.. my enginelight is deffinately on.. what exactly does my inspection consist of .. and is it true that i can get my ECU hacked into ie: A tune and have my Engine light and O2 sensors so they dont register like basically tricked.. any how if any one can help out thatd be great..

If the 3rd brale light on the SS spoiler uses led lamps, you need to modify the wiring as shown in the Shoebox diagram. As for the inspection, each state has c ertain things that they look at. So the best bet would be to check with the NC DOT.

chances are its a bad wheel speed sensor. have it run for codes at autozone or advance auto and let them tell you what it comes up with.
