Default Holley Regulator

I have a 92 camaro rs. I just swapped out the stock 305 for a 350. I replaced the tpi system with the a performer intake, and a holley 750 dp carb. I was told to put a regulator in the fuel supply line to the carb. I placed a pressure guage inline as well, I can only get the pressure guage to register 2 to 4 psi while the motor is running, yet the exhaust has a strong blue tint, like it is getting way to much fuel. Any suggestions.

The PSI is enough for idleing how does it act when you floor it? Did you adjust the idle screws? It probably needs rejetted to smaller jets. The fuel pump you have is it stock in the tank do they have any sensers to tell if it should supply more fuel?
