so what could be the potential problem if the ECM doesn't see a problem with your A/F ratio and there is indeed a noticable problem ie. only getting 13-15 mpg compared to the typical 18-26 that most people get on their LS1

The ECM can only deal with the information it receives. If any of the sensors involved in determining the A/F ratio (O2, ECT, IAT, MAF, MAP) are sending improper data, the A/F won't be correct. Could also be the way you drive, condition of the engine, bad transmission, etc..
