Water streak stains on rear bumper

I have what appears to be water streak stains running down my rear bumper. Ive done everything possible to try and rub it out but it looks like it was painted over before the water was cleaned off. Overall my bumper is faded, unlike the rest of my car which looks mint.

Any method to get these marks off or just get my bumper to look not so dull?
Repaint it or just look for a new bumper instead?

might try some paint cleaner and see if its stained the old wax. something like this P21S Gloss Enhancing Paintwork Cleanser car polish - This pre-wax cleaner and polish is a German blend of quality ingredients that will make wax

Probably going to need a buff to get that out.

^ That. And not just a waxer/polisher, use a high speed buffer....provided you know how to use one.

I have no clue how to use a buffer, and I rather not take a chance with it and end up making it worse.:icon_doh: I might just have it detailed, because it is such a eye sore on a white Camaro. I pray that a buffer gets the job done.
