Head lights...
I have a 97 3.8 and I'm coming up on two years now.
I switched both my low beams twice in that time but the high beams still work so i've been using those for a while. The low beams that are on the car are maybe 6 months old. One went out on the freeway then the other the day after. I'm not sure where the head light fuse is, does anyone know? or has anyone encountered this problem before? anything would really help. All the lighting works fine except for a blinker wich another story..

I would check the mounting, make sure they are nice and tight (not vibrating or moving around that could break the filament).
Headlight fuse, i think, is inside the car by the headlight switch, on the side of the dash.
You could get a non-disposable headlight housing so you can just replace the bulb instead of getting those expensive sealed beams every time they burn out. See http://eurolamps.com/eurolamps/camaro_headlights.htm

I was thinking about getting HID's since i will most likely need to replace these lights. On my old set lights i took the bulb out which i wasn't supposed to do. Can i just get an HID kit and seal the bulb? or do i have to buy a kit like on the link you provided because the kits i was looking up are pretty cheap compares to the ones on the link

Do NOT get a HID bulb and drop it in a housing designed for a halogen.
The HID arc is a different shape than the halogen filament, which means the optics of the housing will not focus the HID light properly and you'll be blinding everyone else on the road. Also, the beam pattern will be horrible and they won't illuminate the road well for you, either.
Whether or not you get those housings, stay with halogens. You can put 9005 (high beam) bulbs in the low beam housing as they have the same optics, but almost double the lumen output. You can also get high-efficiency bulbs that have higher output but the same power draw. Stay away from blue-tinted bulbs and high wattage bulbs though - the blue tint reduces light output despite the claims on the packages and the high wattage bulbs can damage your housings or wiring.
