Rear struts on a 1997 convertible

The upper rear shock mounts are quite tricky to fasten on convertibles. What tool do you suggest to get correct torque?

the directions on the koni's i installed on my hard top said to tighten till rubber bushing is pooching out but not as far as the washer. didnt have a torque setting.
