its a closed system. it may be something in the newer models, my 93 book shows nothing and when i had my tank out it was a clear shot to the tank. cant open the 99 manual in the manuals section,,, stupid zip files wont work on my old mac. anyways to relieve the pressure unplug you pressure relief valve from the hose and let the pressure out. it should be on the driver side of the gas tank. although it shows in the book in one section that its on the passenger side, i think thats a miss print. once the pressure is out you should be able to see if the flap is stuck without getting a gas shower.

I already looked at the 99 exploded view manual. It shows the fill pipe and related connections, but not what's inside it. I know somewhere along the years an "obstruction" was added to the fill tube, which prevents a tank from getting siphoned by a gas thief with a hunk o' hose.

my dad talked to 2 of his mechanic freinds and they both said that there is a fuel shut off or cut off on the frame. its for when the car flips it stops the fuel. they told him that when it ran out of gas there is like a little ball thing and it most have released it so now its messing with the tank. im not exactly sure where it is located at yet though.

I believe your right craby.... The fords had the inertia switches in the trunk, but the car most likely wouldnt have started again if the switch was tripped. The flapper thing in the tank is meant to prevent spills on rollovers and when you open it the noise you hear is from pressure in the tank.
I would start by checking your fuel pressure with the key on/ car off and see what it does and go from there. It sounds like a pump going bad.
