Got a 95 lt1 with the ram air package, and noticed a little problem under the hood -

the hose was just laying down under the engine.. what is it and what does it do? How did it get riped?

Looks to be some sort of breather hose, pull off the air box and follow the line (probably goes to a valve cover)

That's the optispark vent hose. Get a plastic hose barb, then cut and splice the hose. Looks to have been rubbing on something....your hood perhaps. So I'd route it differently to drop it out of harms way.

I got a bud who is the manager of a tire kingdom here with a 10 sec transam and ill just let him look at it, water pump is leaking on the optispark to and he knows how to bypass it aswell

It causes air movement through the (1995-up) opti to help prevent condensation and the resulting corrosion inside.
The older non-vented style opti's were more problematic, and the later venting was a "fix".
The vented opti has two ports and hoses, one hooks to a manifold vacuum source, and this one on the intake tube.
