I just bought a 98 SS and the guy told me to turn the key until all dash lights kick on,radio, fuel pump noise, etc. (but don't attemp to start) then turn the key back to off position. Once back in the off position, turn the key to start the car. Mine fires right up everytime I do this. However, if I don't follow this method, mine does the same thing yours does. All sounds strange and doesn't make sense to me but it works on my car. Oh, he did replace the fuel pump, fuel pump relay and fuel tank module seal 5k miles ago.
good luck

if you have to cycle the pump then there is a problem in the system. could be a leak in the fuel lines or connections like at the filter, or the fuel pressure regulator is bad or the fuel pump is failing. not uncommon for the cheaper pumps to fail fairly quickly. once in a while a oem pump will have short life but uncommon. had a cheap one im my flabed, lasted a year. replaced with oem and is way quiter and working great.

Well i got the problem to happen again and did a few tests. Its definately a spark problem. Now im leaning toward a crank position sensor or a cam position sensor, wondering if it gets a bad reading during start up will it cut the spark for a certain time period,
