Lights are "pulsing"
I can only tell at night when the headlights are on, I notice every light in my car "pulses" like it goes dim, bright, dim, bright, etc, ...
I checked all my connections and thinking possibly an alternator issue?
The voltage on my dash is steady 13-14V.
I did a test with my multi meter and the voltage was fairly consistant, jumping from 13-14 volts on idle. A steady 12V when turned off.
Can I test the outputs of the alt?
I did notice my left taillight was full of water lol, but i emptied and sealed it and it still pulses.

My sons 95 Vette did this for almost 2 years. The charging was great like yours. I went through everything.... cable connections, frame grounds, new battery, looked for parasitic voltage loss..... still pulsating lights. I had a thought that one of the diodes was probably fried (which would still allow charging)... Finally bought a new alternator. Problem solved.

Not ingtensive at all. Remove the belt, remove the electrical connections (disconnect the battery first!), unbolt the old one and remove it. Maybe 30 mins tops...

Can't I just throw in a resistor on the alternator power wire? lol
It starts and charges fine, i'd hate to replace the alt just because of the lights pulsing. Although the charging voltage seems to be a tad bit high on the dash gauge.

It's the voltage regulator. Do you like to learn how to fix stuff? All you have to do is completely dismantle the alternator.
The regulator is mounted inside, all the way to the back of the case. It's a much cheaper fix than replacing the entire alternator.
