It does perform a tiny bit better the only difference is boiling points. And like I said that really only matters in very extreme conditions it's not worth the extra like 3 bucks a container. He has isn't racing it anyway it's his dd. Trust me I know I just took a 1 month class on brakes and got my ase certification.
3 weeks ago flushed with dot3 and my other car 8 months ago. It should be flushed around every 20k miles that's what I usually do to keep everything clean.
^ The reasons to go with DOT 4/4.5 are higher performance and especially the higher wet boiling points and the fact that I bet most of the people here haven't flushed their brake fluid in the last two years, and undoubtedly have moisture built-up in their systems...

I would think of it as insurance -- if wet fluids can drop the boiling point easily by 100-degrees or more -- it's nice to know that your fluid has some room to give...
Plus your temp numbers are not universal, as many exceed the base specs -- Motul RBF600 fluid is 420 deg F Wet boiling temp:

Moisture in the system has nothing to do with using Dot 3 or Dot 4. You're making it sound like Dot 4 is a cure for fluid moisture. Bleeding the system to get rid of the bad stuff is the cure, not the 3/4 fluid. The difference between the two is the boiling point (284 vs 311 F), which is more important if your car is a road racer. Use either one.
It's Extreemly unlikely you would get enough water in your system to lower your boiling point that much without noticing an issue. 69 is correct only go to 4 or 4.5 if your racing or living in volcano or antartica.
