My fan is always running.. Could it be a stuck closed thermostat and not overheat on the city streets cause the fan keeps it cool n under normal? And gets hotter on the highway case not even the high wind will keep it from getting cool cause the stat is closed?

No, if the stat is stuck closed, the engine WILL overheat, regardless of how many fans you have. The engine needs to cycle cooled off coolant from the radiator, to keep itself cool. In the cold cold of winter, it may take a long time for the stat to finally open, but not in the summer.

The plastic you say is under the car in front of the air dam may be the piece that helps guide the air into the rad. If that is loose then when on the freeway it could be moving in a way that actually blocks the air from getting into the rad. This would cause the overheating when on the freeway but not in traffic. Make sure everything is attached to where it is supposed to be.

Hey I found out that my fan clutch is bad by eing able to freely turn it with my hand(with car off) could that be y my engine gets a little hotter then usual? And could it be causing my car to get bad mileage cause its always engaged?

Those two together don't make any sense.

Well I hear it running but it's always running.. Could it be running but not fast enough to keep my car cool? And reducing my mileage by making my car run harder by adding stress?

By mentioning a fan clutch, are you saying you have a belt driven radiator fan? What happened to the original factory electric fan?

Well now that I look at it there isn't a belt.. If my fan is always running could it be my rely stuck in the on position?
