Right, they scan the VIN. If you're in Chicago, you should be able to give the guy a payoff, no other way to cheat the system as the cat is a visual inspection.
Here, they check under the car with a mirror to make sure the car has a cat, they don't open the hood at all. As long as it has a cat and passes the OBD test, we're good to go. Mufflers aren't an emission item, but they might not pass the car if having mufflers is part of your state inspection. We don't have vehicle inspections in IL.

depends on the year ? what year is it 96 an older don't need emissions ,I think that's federal ,some states don't have them .but yes conn does,otherwise you need a slap an stick ,an go there each year ,those are the ones that are not worried about safety either ,wich its getting harder to find them couse of law suits on garages who put stickers on unsafe cars ,there was one case hear in NH with tires ,an an Accident the person Died an the owner was charged with a crime .so hear they are I don't know where but ,having brake light out is not huge with most ,but some will make you buy the light from them before they put a sticker on it

Depends on the state. Here in IL, they only test OBD2 (1996) and up vehicles. They used to dyno/sniffer test the 1995 and older models, but dropped doing that a number of years ago.
