The EGR issue could be the fact that the ECM cannot see the EGR valve opening or closing. I do not have my 95 anymore so I do not remember how this is done on the LT1. The car is running rough which my indicate a circulating problem such as a valve partially open allowing exhaust gas back in when it is not supposed to. You can take it off and see if runs better, it will have the code though but at least you will know what it is. I believe this valve is vacuum activated on the LT1 so it may help to look at the vacuum line and source.

This might be unrelated or not a problem at all, but when I turn the car off a power drill like noise comes from the engine bay. When I toggle from standby to off I'll hear a high pitched whine like something in a dentist's office. From what I've been told, it's the AIR pump, but is this normal for a 96? Seems a bit odd... could it be related to my EGR issue in any way?

high pitched wine sounds more like the fuel pump. the only electric motors you have in the front are the cooling fans, emissions air fan and the heater fan.

It can't be the fuel pump because the sound is definitely coming from the engine bay... The high pitched noise comes on at standby stays on for a few minutes of idling after start-up but eventually turns off. Normal for a 96? Maybe they changed a few things after the OBD2 comp was put in place.
