Cat bolts

So long story short the bolts that connect my cat to my exhaust pipe were so rusted they didn't even have threads anymore and I had to air chisel them out, now atm I have new bolts in there but I can't really truly tighten the upper one, the one on the drivers side, any help?

why cant you tighten them???? are they the right thread???? you could drill out the threads and use a nut and bolt

Sorry I wasn't clear its late, I am using a nut and bolt, there is just almost no way to get the wrench in there in the back to tighten it

Exhaust bolts are rarely removed. An exhaust shop won't even try they will just cut it off. Your best bet is to visit a tool store and try to get a tool that fits to hold it while you turn it. Can you post pic?
