Default Cannot reset DTC P1351 IC Circuit Votage High

I have a 96 Z28 Convertable LT1 V8, I encountered a problem were the vehicle just quit and after replacing the PCM, Ing. Coil, Ign Control Mod, and the Optispark distributor the vehicle runs great. The fix was the Optispark. But now I cannot clear a DTC P1351, which the manual says is a high voltage on the IC circuit during cranking. The manuel indicates that the engine should not start if this condition is constant, but the engine starts and runs fine. The OBDII diagnostic tool is unable to clear the code. Is there a service bullitin or something to address this condition? I really need to get that check engine lignt off.
