Default A/C Blows hot when parked or slow speeds

Okay so last summer my a/c went out while driving.. well i ignored it and took the tops off and went on my way. this year however i have a baby and needed to get the air fixed so i replaced the .. orifice tube, evacuated the system and fully charged it. well now it only works when i am driving, and only when it wants to. Normally i have to give the car full throttle on the freeway to get the air to start blowing cold and then it only blows cold until i slow down or stop, then its back to hot air. So the system is fully charged, orifice tube changed, have added on a electric fan to the condensor to help with the air flow, i still have hot air and am out of options and it only is getting hotter here in south Texas

any help would be greatly appreciated.

Sounds like either you ac compressor is bad or the clutch on the compressor is bad.

oh, yea.. compressor runs the entire time with no strange noises and clutch doesnt seem to be slipping. thus explains the cold air at high rpm

But at lower rpms it might be slipping.
