1995 Camaro Z28 fuel issue

A buddy of mine has a Z28 with almost 260k on it... The motor was running OK and he parked it for a few minutes, went back outside to crank it and it starts for literally a second and dies... once you try to recrank it, it just spins over. If you let it sit for a day or two and try to crank it again it will start for a split second then die again. I'm thinking it's a relay or fuse but I can't seem to locate either of them. Where is the fuel pump fuse and relay for it? Thanks guys! It's a 95 Z28 Auto

There is no fuel pump fuse, the relay is under the foot rest on the driver side. Need to lift the carpet and unscrew the foot rest. I love that location, LOL.
There is a test connection (fuel pump prime connection)on over the right front wheel housing. Strap that to the + terminal of the battery and you will be applying power directly to the fuel pump.

Does it sound like a relay issue? I don't hear the fuel pump kicking on when the key is turned on. Plus it's the original relay I'm assuming. The car had no problems starting or anything before that and he went out there to start it and it just happened instantly. No warning signs.
