You CAN NOT legally set the odometer back to zero miles. Miles are for the car as a whole not for replacement parts.

The key word is "caught". Technically, it isn't much different than buying a new speedo, or a used one that happens to have less mileage. Intent is another issue, and we know (by what you said) that you're not wanting to do it for fraudulent reasons. Many years ago, I restored my 69 Camaro convert. (wish I still had that car) and I set the odometer back to zero since it was basically a new car. When I sold it, I did tell the buyer what I did and the actual mileage the car has. The real issue is, you don't know what the next owner is going to say about the mileage, if anything. Regardless, the law does frown on that kind of activity. And if a later owner questions the mileage and suspects fraud, and the state does a paper trail....uh-oh for you! You could put in a different speedo and set that one and put the original one back in when you sell the car, but that's still not really a totally legal thing to do since the original odometer wouldn't have had any miles put on it.

You can get your vehicle exempt from odometer readings. My 83 is.
