Temp gauge pegging

I have a 1989 IROC Z with a 5.0 that has a temperature gauge that pegs when I start the car up. It stays pegged but if I move the needle from the pegged position it operates correctly. It must be getting stuck in this pegged position. Any ideas what would cause this to peg and stay there? Would this pegged position effect the running of this car? It runs ok but very rich.
