The balancer has an inner hub and an outer ring, and are sandwiched together by a rubber inertia ring. It is possible for a worn balancer to spin the outer ring. If that happened to yours, then that white mark could have been put there by the previous owner to compensate for it being spun. And if that's the case, it would be a good idea to replace the balancer before it get's worse and does some damage.
