Default shenanigans under the hood

In my ongoing effort to pull things out of the engine bay and clean them I came across what I felt is some shenanigans by one of the previous owners. However my searching results are turning up nothing and not sure what to look for inside my manual for the answers.

Can anyone look at these pictures and tell me what is going on here and what these are? One is half *** connected by a plastic screw and is plugged into something and it seems like it also has a few spliced wires going into it. There is another one of the parts under it that has nothing plugged in at all but is equally as half *** hanging on to the car.

These are near the battery and as you can see from the pic right under the radiator cap.

Its obviously a relay of sorts. In that part of the bay? Does your car have an electric fan setup?

Yup electrical fans. Part of the history was a mechanic fixing some electrical problems in the car. I guess their idea was some sort of rig job. That's what it looks like to me.
