Too late now, but IMO that 600 Edelbrock carb is going to be kinda small for that 400 engine. I would have rebuilt the Holley you had, it's a 650.
The formula for a determining carb size is: cubic inches x max engine rpm's divided by 3456 x Volumetric Effeciency (%VE). Very well built engines can reach 100% VE, and real hard-core race engines can actually exceed it. So if your engine is capable of 6,000 rpm, and has a VE of 90% (depending on how the heads are built, etc.) then you would want at least a 625 cfm carb. If your engine breathes better than that, or can wind higher than 6k, then even a 650 would be border-line.

Are there any accessory mounting holes on the back side of the heads? If there are, you can swap the heads left to right to put the holes in front. Someone may have done that purposely if they didn't intend on using the holes.

That would be some thing new to me. I have always seen heads with holes in the front and rear for interchangabilty between side. Or without on both ends. But I can admit I have not seen everything so there is a possibilty.
