I now know I have a 91 RS Camaro with a 305 TBI. I would like to add some sort of cold air induction to it. Is there any info on fabricating one or one that you can buy? I also plan to put a spacer under the TB and a good exhaust system along with a jet stage one chip. These additions should give me the zip I am looking for.

Especially, I am concerned with the cold air induction as I believe this will be the best overall feature to help performance.

Ideas, corrections and additions are gladly received.

Headers are generally the best overall addition to help performance. Many cold air boxes add, at best, only a couple of RWHP. Headers generally add 12-15 on something in the 5-liter range.
