new guy here needs some help

well i guess ill start out with the story that lead to a free car. my buddy bought a camaro and then got a dui a few months later. he got his license suspened for awhile and continued to drive the car. then he got another dui while his licesnse was suspended (hes not driving for a long time) he let the car sit and then it wouldnt start. he left it for 2 years and i ran into him the other day and he said if i come get it i can have it. i asked him what year it was and he said an 89. so i checked it out correct me if im wrong but it had all the 25th anniversary badges on it so wouldnt that make it a 92? ok well he said he replaced the starter and the alternator before it sat but still nothing. i looked at the key and it is missing that little resistor thing on it. how would i go about bypassing the VATS without having a resistor in it to see what the resistance is? after that im going to get fresh gas in it and check all the fluids, change the plugs and squirt some wd40 in the cylinders. any help would be great thanks
