First question.. NOTHING, leave it. you need it to pass emissions, and even if you dont need to anymore.. its really not hurting you.

YOU SHOULD HAVE A SLIDE SWITCH ON THE END OF YOUR HANDLE...ONE WAY IT SPRINGS BACK AND THE OTHER IT STAYS SOLID ..YOU SHOULD ALSO HAVE A BUTTON ON THE VERY TIP OF THE HANDLE. IF IM NOT MISTAKEN SLIDE THE SWITCH TOWARDS THE DOOR..HOLD IT THERE AND PUSH THE BUTTON AT THE SPEED YOU WANT

smog parts aren't hurting you. Not sure on the cruise, I think it's vacuum operated, might have a leak.

It's hard for me to say, I'm just relying on general knowledge. I think there's a fuse for it, give that a check.

I've looked I cant find a fuse in the fuse box for it. Isn't there a fuse box inside the engine bay aswell? My luck the entire cruse control system is dead.

Do you have a little vacuum for bleeding brakes? If you do, take the line off the bellows, and attach your vacuum. Does it move the throttle? if not, this might be the problem.
