SAND THEM and refinish them , try not to brake throu in to the plastic everywhere, u will need to fill all the BIG scratchs and low spots try to use as little as poss in the low spots( u can use a heat gunget the plastic back into form if its not to far gone) sand with 240 first and then with 400. u now will need toprime and put guide coat on to see all the high spots. next start sanding it with 400 till it looks perfect then use 600 for the final grade. paint 2-3 base coats and 3-4 clear.
good luck save ur cash for good paint/clear.

If the paint is all cracked you could end up sanding into the plastic too much to get the cracked paint off and do more damage. There are places that do media blasting and can do those urethane panels that the 91-92 aero package is made of. Then all you have to do is flex prime, sand and paint. Use a filler primer and don't go heavy on the primer. If there are gouges that primer will not fill there are easy to use 2 part flex putties. Evercoat makes one I used often for Urethane bumber covers and such. Tears and holes need additional work and backing for the repairs.
