What year car and when is it not coming on?If you have air conditioning it should come on when you turn on the air (if it works, the air that is). Normally the fan is set to come on at like 210* which is hot.

1990 i do not think it comes on at all. A/C does not work and my temps get kind of high. i should hear it kick on when the temps gets to the middle line.

You could just disconnect the fan plug and jump it straight to the battery to see if the fan works. the plug is right on the fan
