Default AIR system removal

Is it safe to just remove the A.I.R emissions thingy and put a plug in the holes left in the headers?

Well why would you want to do that if the headers have the AIR fittings? It's safe to remove them and it shouldn't cause any problems, it only has to do with emissions. You may pop a code though, especially since AIR hoses connect together at a point where there are a few sensors. Why do you want to remove it? Is it because your Cat doesn't have the AIR fitting on it?

When I installed a serpintine belt kit on my 84 I did not have a pump for it and drove with it all off for a while with no problems at all. All it does is pump air and an electrical conection to open a soleniod to allow it to pump air when needed which I had unplugged and never got a code.
