did u check in the trany to see if the gears are on the shaft to turn the sensor, they are plastic and can go to pieces over time. should first make sure the signal is being sent to the speedo. all u got to do is pull the sensor out and u can see the gears. im sure theres a way to check the sensor to make sure its working. come on 69 u must have a secret way? lol

But if I told, it would no longer be a secret.
Since a new VSS costs over $100, it sure would be nice to know if that is in fact the problem with the speedo.
Give this a look see: VSS Diagnostic

well I had one of the mechanics look and put a computer on it today, he said it idles high (1000 RPMs) so he checked for vaccum leaks and said its my EGR valve he also said thats why its sluggish i told him i can bark the tires, and some times get loose he said that should help you with that problem ,,he showed me that it wasnt holding a Vaccum ,,and he said something about "TPS",,, so i guess my question is should i fix EGR valve first "money is limited"

Speedo $100.00

EGR valve $56.99

TPS 32.99

VSS 110.00

what should i do 69

Speedo: hold off on the actual speedo itself.
EGR valve: Does your car get emissions tested? If not, removing the EGR valve will cost a lot less. Make or buy a block off plate.
TPS (throttle position sensor), see what the EGR changes first.
VSS: look at the link I gave you and test it.

I can't see the shape of your EGR flange in your pics. Does this one look like yours? EGR Block Off

the round plug is so the computer can tell the trany when to apply pressure to the clutch. tv cable may need adjusting.
