did the shop scan it for trouble codes. that would be some good info to go on. as 69 says the speedo system feeds information to the computer about how fast the car is going and the computer uses it to set the fuel delivery. soo fixing the speedo should be first on your list. i would look to the fuel pump if the speedo is not it. if u have a blockage in the tank or the pump gets tired and can only supply so much fuel it would limit the the rpms. much like a stuck float on a carbed motor.

im wondering if maybe someone installed a speed limiter previously and neglected to tell you. they make them so they can be wired into any car that has an electronic speedo. look the car over for any non factory wiring and trace it to where it goes

u will want to fix the existing speedo so at the least the info gets to the computer. an aftermarket tach would probly be a good idea.

With your cutting out problem, I wouldn't waste my time looking at anything else until the speedo is working.
You can try replacing your old tach with a used one, but it's going to be a crap shoot. I picked up a used cluster for mine on ebay, and that tach was just a bad as the old one...reading double. Never did bother to get it fixed, so it's not certain whether the problem was with the tach itself, or the ignition system (bad signal). If you want aftermarket, then places like Summit have them. Aftermarket won't fit in the dash to take the place of the factory tach though, not without rebuilding the dash.

For $100, I'll sell you my complete cluster. At least with mine you won't be surprised when the tach still doesn't work accurately!
It might be a good idea to first hook up a cheapo aftermarket or a tuning tach, to see if it's the electronics in your tach, or if it's the ignition (distributor) that's putting out a faulty signal.
