To start with, are you sure its idling high, and it isn't just a bad tach? You should be able to tell and adjust from there. After seeing you just installed a new carb i'm thinking that could be a place to look. 2nd, yes those vacuum lines were put there for a reason, not knowing what induction was originally on the car hurts my guessing, but some of that would be for vacuum for heater vents, vacuum advance (if thats what dizzy was there)....etc.. White smoke signals coolant entering in the combustion chamber which could be a few different things, bad head gasket, cracked/warped head, cracked block. Too tough to guess until you dig in a little more. By the way, if that was originally a Q-jet replacing it with a non computer controlled carb is going to make a few problems. Let us know exactly what you had to begin with.
