Default starting problem

OK.. MY 77 has a major issue here. lets get right down to it. i got a brand new battery, terminals, ground and new starter. now ive shimmed the starter to where it should be. and ive done starters alot of times before so im not a newb. i got the power to the starter, relay, ignition ect ect. and ive ran down the wires and they look fine. the ignition is on a push button and my power is on a toggle switch. i flip the switch , my voltomeater reads 8-10 volts, the stearo works, lights ect ect. but when i push the button it just clicks and the starter gear goes into the flex plate and dont come out. the engine wont turn over and even with a jump. ive arced the starter and it does the same thing, and i tried starting it from the battery to make sure the wies are good. ive also cheacked my fuses and there good. the only other thing ive noticed out of the orinary is that when i try to start it my tack moves to around 5 hundred and the enigine isint actuly going to 500 rpms. so a short could be a issue or the starter i got is bad. anyone got anything for me? im toltaly stumped.

its not uncommon to get bad parts.... i would pull the starter and have it tested.. also you might try turning the engine by hand.
