I have a 1979 Z-28 Camaro that has a speedometer that "Bounces" when all the time, goes up to 50 mph max and bounces between 25-50 MPH?

Any ideas of what wrong? Bad Speedometer cable from the trans? Bad Speedometer (I hope not, the dash clusters for '79's are not being produced anymore).

Any Ideas?
