stock starter not strong enough?

i didnt rebuild the engine. it was running when the guy took it out of his car so i know that the bearings are not tight. he said there was an oil leak when it was running so i want to find where its coming from. i believe its coming from the timing chain cover. i must just have a weak starter?

With this other info I'd agree the starter is not good. If it wont turn the engine fast without the plugs in, then it sure can't be good.
Leaks around the timing cover are almost always at the front pan seal. Possibly someone tried to do a cam change without loosening or removing the oil pan and screwed up the cover.
Since it's out of the car I'd get a gasket set and replace intake, valve cover, pan, and timing cover gaskets, just to ensure there's no leaks once it's in. The whole engine set can be purchased from Summit or Jegs for under $40 in Felpro. You'll get lots of gaskets you don't need, but way cheaper this route.

better put a wrench on the crank and see just how hard it is to turn over. it may be the rebuild is not right and a bearing is draging.
