I would be concerned, rust is like cancer if not treated it could spread. I would just cut the holes out and do little patch weld jobs and for the smaller holes i would fill them with little weld beads or you could always fill it in (fiber glass resin, seam sealer, tar etc.).

Welding small holes can be very tricky, when the hole is a rust hole! I've done a little of this on fenders and most the time the little pinhole turns into a dime or nickel sized hole that requires a filler piece. If you decide to weld the holes you'll need to actually grind them, then drill the hole out until you get solid metal around it. Most pinholes need to be drilled out to at least 1/4", and sometimes 1/2".
I think I'd get a high quality rust converter and apply it to both sides of the pan after grinding it clean, then patch the tiny holes on both side with a good sealer.

I would get a wire cup for that bad *** grinder I saw in one pic. Then after all was clean then take a look. For small pin holes I know what Vall is talking about oh too well. I have had good luck with a nail. Take a nail of the right size head, not galvanized, and grab it with pliers. Then tack it into the hole. Cut off the excess and grind smooth.
P.S. The same trick in a washer with the galvanizing ground off works on bigger holes, then the nail.
