Fender / Inner Fender Install Question

Default Fender / Inner Fender Install Question

My son and I are installing new body mount bushings and front suspension in our 70. Bolts were rusted and cage nuts were spinning so we had to remove the inner fender to access the nut. My question....Should the fender be on the outside or inside at the outside of the wheel well? My 67 & 69 both have the fenders on top or outside the inner fender. The 70 has the inner fender on the outside and poorly installed. It seems wrong and want to confirm with someone more familiar with body panels than I. We obviously want to reinstall them properly. thanks Jim

Remember that these cars were built on an assembly line ,And it mare more sense to mount them on the outside

Update: I stopped by the Classic Car Auto Mall and took a close look at 4 other 70 & 71 front fender arrangements. All of them had the inner fender on the outside bolted to the outer fender underneath. This is obviously the norm. This is diff from the 1st gen Camaros.
