Wheel stud spinning again

Wheel stud spinning again
I removed all 4 wheels to get tires balanced and while I was re installing them one of the front wheel lugs never got tight and was spinning the stud. It is a disk break car and they looked old so i assumed that was the cause. I removed the lug nut and stud after a couple hours of trying. I decided to get new rotors with wheel studs installed, also replaced the pads and wheel bearings and lug nuts while I was at it for both sides. After i got done when putting wheels back on another stud spun on the same wheel as before. I am not putting on with an impact and I am hand starting them all the way and only using a small 4 way to tighten so there is no way I am over tightening them. Any ideas why this is happening? Only possibility I can think of is maybe a bent wheel maybe.

use a torque wrench on the lug nuts. i set mine at 95lbs. this is weird, only time i had this happen i just replaced the stud and was good to go. guys at the tire shop over did it with air gun and didnt fix it or tell me.

Did the rotors come with new studs, or did you have to use the same ones? The knurl on the stud could be worn enough so it wouldn't seat in the rotor. Or, one lug nut could be crossed threaded away in so that it will go on so far, then resist enough to spin the stud.
