Sender in the block might be bad. My 68 does the same thing

Pull wire from sensor, gauge should go back to the left, maybe.
A good test is remove wire from sensor and insert a known resistance, below 500 ohms, and look for an indication, anything.
If gauge works as stated above, then measure sensor stud to sensor body in checking resistance. Normal is some resistance dependent upon tmeperature of sensor - colder = higher resistance, ie, frozen, 100K ohms.

no luck we just did that and it stayed at hot and when key is on it goes higher with motor not running

I read my mistake. Disconnect the wire on the sensor, insert a lead of the 200 ohm resistor into the wire disconnected, then ground the other resistor lead.
Turn on ign to IGN, gauge should come off max and indicate approximately midscale.

The OE ammeter is hooked solely to the horn relay buss bar and to the battery junction block - no other power/circuit connections.
The temp gauge pegging max could be an idiot light switch stuck closed - too hot- as in the TEMP light staying on all the time. You can disconnect the wire and measure with an ohmmeter from the stud to the body or engine ground. If stuck closed, less than one ohm resistance, bad switch.
Gauge uses a thermistor - thermal resistor, cold - high resistance, hot, low resistance.
