Default rolling in fender flares?

Anyone have any good tips on rolling the inner/outer fender well lip out of the way to make room for tires?
I've been told to cut the lip off and weld the seam. Is this what most folks are doing?

they have actual fender roller tools but they are too expensive for a one time use. most people will use a baseball bat between the tire and quarter.

you don't want to cut and weld because it will be too rigid, unless you weld it exactly like factory. if you want you can cut back as far as the factory spotwelds, BUT NO FURTHER or you will have big problems

Some people take Pliers or Channel Locks to the inside of the fender and just fold it back. Obviously the wheel is off the car at this time. It cheap and effective if you can't or won't weld it.
