Default oily mess

I have a 69 camaro big block, both valve covers have the oil breather caps, during operation they spew oil mist all over the valve covers and plug wires, it has no pcv system. How do i stop this from happening? i just want to keep my engine clean looking!!!!!

Put a PCV valve in the one cover and a baffled breather in the other cover. Sounds like your valve covers might not be baffled and are open right down into the head? At a swap meet, I picked up a couple of push in breather grommets that have a foam filter/baffle in them. I have a combo /PCV/breather in one cover and a regular breather in the other. The combo likes to drip a little (unbaffled covers), so I'm going to give the new grommet a shot and see if it does what it's supposed to.

should i run a hose from the pcv valve to the air filter or intake?

To the base of the carburetor, manifold vacuum (below the throttle blades).

you can also buy breathers with pcv built into them like this

Or you can run a catch can setup as well.
