1969 Camaro Pace Car Verification

I am interested in a 1969 Camaro pace car that is advertised on the internet.

The seller has the protecto-plate, warranty book with original owner info and
delivery check-off sheet. There is no original bill of sale nor build sheet.

The cowl tag has all the proper codes for paint, trim, etc.
How do I know that the cowl tag has not been changed? the engine is an L48 and the transmission is a TH350 based on the protoecto-plate.

Is there a list of Vin#'s for all pace cars produced?

The only verified VIN list I'm aware of is of the ones that were at Indy in 1969: http://www.camaros.org/images/69pace...er_vins_p2.jpg
There is also a Camaro registry, where owners register the VIN of their car, but that's not a form of option documentation unless they have something concrete to back it up.
The pace car was built on the RS/SS model, so if your engine (check the suffix code) is a matching numbers 350, you definitely have an SS.
As with anything, things can be faked very well. The trim tag rivets are unique, but you can buy them in the aftermarket along with a special install tool to make it look like it was factory installed.
