the blue should be power and the black should be ground. if you hook it up backwards it wont hurt the motor, just spin in reverse. so you can supply 12V (with it off the car) and check to see if it spins the right way (counter clockwise i believe)

It will only pump 66% of the rated output running in reverse, centrifical pumps don't grab the fluid they fling it. The "fins" which are called vanes angle to the left, that indicates cw rotation. A simple google of, "centrifical pump rotation" will explain it in better detail.

but the lt1 has a reverse flow design. i think i may have gotten a little confused, if the pump is bolted to the car and your looking at the front of the engine it should spin CCW if your looking at the vanes than yes it should spin CW.
